With financial assistance from the Australian Department of Foreign Affairs and Trade (DFAT) and the New Zealand Ministry of Foreign Affairs and Trade (MFAT), UNCTAD is currently engaged in the implementation of the Pacific Trade and Customs Harmonisation Project in line with the PACER Plus Development and Economic Cooperation Work Programme to review, streamline and automate the cargo clearance processes, to strengthen customs institutional capacity through trainings and capacity building, and to deploy the latest version of ASYCUDAWorld in six (6) Pacific Island countries.

ASYCUDA is a computerized Customs management system that covers most foreign trade procedures. It handles manifests and Customs declarations, accounting procedures, transit and suspense procedures. It also generates trade data that can be used for statistical economic analysis. The ASYCUDA software is developed in Geneva by UNCTAD. ASYCUDA takes into account the international codes and standards developed by ISO (International Organization for Standardization), WCO (World Customs Organization) and the United Nations. It can be configured to suit the national characteristics of individual Customs regimes, national tariffs and legislation. ASYCUDA provides Electronic Data Interchange (EDI) between traders and Customs using prevailing standards such as XML.
Introduction of Automated Customs Processes and the Deployment of ASYCUDAWorld in the PACER Plus Pacific Island Countries is funded by the Australian government and the New Zealand government as part of their commitment to the PACER Plus agreement and expected to be completed within 24 months.
